Breaking news: It is with great regret that we deliver news of the passing of members of two RKC families.
1. Elba Quintanilla. Elba was a long time Rosemead resident, Rosemead Women’s Club officer, and mother of RKC member and past President Frank Quintanilla. Elba’s departure occurred quietly in her sleep Tuesday morning, June 28, 2011. She was 78 years old and lived a life full of love and service towards others. Service arrangements are as follows:
Viewing will be at Addleman’s Funeral Home, 11338 Valley Blvd., El Monte, CA, 91731 on Tuesday, July 5, 2011, from 4:00 – 8:00 pm
Services will be at St. Luke's Catholic Church 5605 Cloverly Avenue,
Temple City, CA, 91780 on Wednesday, July 6, 2011,
at 9:00 am. Internment will be at Forest Lawn in Covina at approximately 11:00

2. Guadalupe Manzano Guadalupe was the grandmother of RKC Secretary Mario Manzano. She passed away quietly at the age of 78; viewing and services information was not available as we go to press, but we are advised that they will be outside the Los Angeles area.

Announcements:
RKC Orientation - A Kiwanis education meeting for potential members has been slated for Thursday, June 27, 2011, chaired by Frank Dinoto, long term RKC member and past Kiwanis International president. Current RKC members are invited to also come.
Eliminate Project Publicity – As the formal launch of the Eliminate project nears a greater awareness is developing among the media. An example is this article in the Huffington Post, a news unit of AOL.
RIF Orientation - Suzanne Coscarelli has advised that the annual RIF-SoCal Orientation meeting will be held on Wednesday, September 28, 2011 at St. Anne’s Group Home, 155 N. Occidental Blvd, Los Angeles, CA, 90026

Book Smart Discount - Macy’s Department Stores each year supports RIF with a special program called “Be Book Smart” which last year raised over $3 million nationwide. This year’s program will run from June 24, 2011 thru July 31, 2011. Participants may contribute $3 and get $10 off a $50 purchase or give $6 and get $20 off a $100 purchase. Macy’s will donate 100% of every $3 to RIF . $1 will go to support a local RIF program, $1 will go to the Multicultural Literacy Campaign, and $1 will support reading resources for children nationwide
Sandy Johnson inducted – Garvey School Board District Superintendent Sandy Johnson was formally inducted in the RKC as part of the District’s group membership. She replaces former RKC member and superintendent Virginia Petersen on our roster. Welcome aboard Sandy!
KEY Club Alumni Association Formed – Key Club International has established an Alumni Association and has produced an introductory video, which may be viewed here.
Board meeting
The RKC/RKF Boards held a joint meeting prior to the regular 6/23/2011 Club meeting. Highlights included designation of Dave Barron as 2011-2012 Vice President/President elect, progress report on Temple Intermediate Builder’s Club, designated recipients of Relay for Life trophies (2010 to Muscatel Builders, 2011 to RHS Key), introduction for future discussion of proposed 2011-2012 program for the Spiritual Values Committee, and progress on conformity of this newsletter and the Rosemead Kiwanis website to KI graphics standards. Featured program speaker:
Our own RKC Kiwanian and RIF-SoCal Site Coordinator Suzanne Coscarelli brought us up to date on RIF-SoCal activities. We learned with some relief that RIF is still funded through the 2011-2012 school year, but that at present it looks like the organization’s historic annual support from the Federal government is still in question. That is because RIF’s funding from this source was always granted through earmarks which is no longer possible from Department of Education budget. Other options are now being investigated.
Technically RIF (including RIF-SoCal) federal funding has been a special “earmark” since its inception in the Kennedy/Johnson era (the group was founded by the wife of then Defense Secretary Robert McNamera - one of the original Ford Motor “whiz kids.”) “Earmark” funding has now been eliminated as a funding source because of perceived gross abuse by Congress.
The reduction for the Garvey and Rosemead districts total $24,870. Broken down to specific sites these are the details:

The California Education Code precludes fundraising by site Parent Teacher Organizations to close this and similar gaps until after the PTO first has a student service project. Any of the three RIF-SoCal annual activities can qualify with active PTO participation. Whether Kiwanis and staff coordinators would want to become involved in such a two-step process is something that would have to be explored.
The question was raised as to whether the ending of Federal funding would enable RIF programs to be sponsored in more affluent schools. Ms. Coscarelli opined that this would never happen. Reason? It is RIF policy to serve the poorest first and there are many other schools still waiting under current standards. Until these are all cared for (which is unlikely in the foreseeable future) RIF eligibility standards will not be broadened,.
The good news is that we already have both school staff and RKC coordinators for 2011-2012 designated. RKC Member Lou Reade has a children’s safety program adaptable to RIF requirements which Suzanne suggested be one of the three activities at each site.
(Editor’s note: Kiwanian Jerlene Hales plus Kiwanians Jan Robertson and Carol Mahoney will be supporting the coordinators. One coordinator from each site or a designate will need to attend the September RIF orientation meeting (see above) . Coordinators will also be responsible to schedule and develop the three required reading events for each site. The Rosemead Kiwanis Foundation is budgeting up to $150 for each site for the 2011-2012 school year).
Another area of involvement that has raised interest of RKC members is the RIF/Macy’s spelling competition. Unfortunately, Ms Coscarelli explained, Macy’s chooses the stores utilizing this program and they tend to pick their greater volume outlets – which historically have not included the Montebello Town Center store that serves Rosemead
